Customer. The Government National Mortgage Association (i.e., Ginnie Mae) is a U.S. government-owned corporation within the Department of Housing and Urban Development. They provide guarantees on mortgage-backed securities backed by federally insured or guaranteed loans.
Challenge. Ginnie Mae works with Issuers and Investors / Sponsors of mortgage-backed securities. Their Office of Capital Markets is the point of contact for these groups and is responsible for market data collection, analysis, and forecasts of securities performance.

To improve positioning, enhance its products and reduce securities costs, it was determined Capital Markets could benefit by improving its processes and technologies.
To make these improvements, a deep analysis of legacy and future-state business processes was required, as well as recommendations on new market technologies.
ENHANCED SERVICE DELIVERY
Solution. Ginnie Mae needed a team that could quickly determine opportunities for process improvement and recommend market focused technologies that could support the Office of Capital Markets and its customers. axsysnet was selected to be part of that team.
Approach. axsysnet performed a rapid assessment to validate current processes and existing technical frameworks supporting those activities. We also performed a comparitive review of best-in-class processes and market-driven technologies used in the industry.
Working with stakeholders, we developed a target operational and service model used as the baseline for future-state processes and technology improvements. This included creation of a blueprint that included value proposition, business case, economic model, new technologies, future-state processes and required Capital Markets re-design.
Results. Ginnie Mae was provided an innovative way to successfully re-engineer and enhance the processes and underlying technologies used by Capital Markets. The organization has used this competitive blueprint as part of its overall strategy to build a next generation operational framework, customer service offering and technology architecture.
